The next step is to have an environment where as well as a healthy discussion of any disagreement, there is also a good culture of disagree and commit - for when a decision has to be made.

And you're right, I've definitely been on teams who could debate indefinitely, but there is a point of diminishing returns so it's often useful to have a manager or moderator for the debate to keep people on track.
